EPRA Security Video Surveillance Policy
-
The Elm Park Recreation Association Inc. (“EPRA”) uses security video surveillance in its overall strategy for the safety and security of EPRA employees, members, visitors, and property. Security video surveillance, when properly deployed, is effective in ensuring a safe and secure environment on the pool grounds both during and after opening hours.
In the event of an incident of concern, the EPRA may use security video surveillance recordings to assist with the investigation and resolution thereof, and to assist with responding to requests from law enforcement that are for evidentiary or investigative purposes.
Although the Google Nest video cameras installed on the pool grounds are capable of audio recording and facial recognition, these features have been and will remain deactivated.
-
The field of view captured by cameras is determined based on reasonable and justifiable grounds for the provision of safety and security. Security video surveillance equipment is not positioned in a manner that allows viewing into areas where individuals generally have a higher expectation of privacy, such as washrooms. Furthermore, there are no video monitors in the pool are that would enable viewing of the images captured by the cameras.
-
Clear bilingual signs advising the presence of video surveillance are placed in plain view within the pool premises.
-
Security video surveillance at the pool entrance, in the Oasis (canteen), and in the pump room will be in operation at all times to monitor entries and exits in the event that unauthorized individuals are present. The remaining cameras covering the pool grounds will be in operation only after opening hours to provide a record of any trespassing and ensuing damage to pool property that might occur.
-
Security video surveillance recordings shall be retained for 30 days from the time of collection. The recordings will automatically be deleted after the 30 day period. EPRA shall not retain security video surveillance recordings beyond 30 days except in circumstances where the EPRA has created a record in accordance with this Policy, including in response to a request for disclosure or retention.
-
Security video surveillance records shall only be created in respect to security and safety incidents, or in response to a request for preservation or disclosure. Records shall be logged and retained for one year.
-
Access to security video surveillance records shall be restricted to the EPRA President and Vice-President jointly for purposes that are consistent with this policy. A member volunteer with the necessary technical expertise has been designated by the President to assist the EPRA regarding the installation and proper operation of the surveillance cameras.
